Maybe down in Arkansas they could mount those urinal gernerators right under the signs that warn against eating the big pink mint.

I remember the Double Layer from a grad school class or two, but I don't remember enough to figure out exactly what these people are doing. I'd be interested in knowing whether the power they get from this setup is greater than the power they'd get from sending the same pressurized water through some kind of turbine. If the power they are getting through this technique is less, it won't be used to power our electricity grids

Don't know if you're just being facetious, but the water powered generation you're talking about is based on electromagnetic generators that are driven mechanically by flowing water. This is completely different from the physical process described here, which does not rely on a magnetic generator, and is, rather, a substitute for it.
