"Whoever left the bags on planes in Houston and New Orleans left notes that said the writer was concerned about security on airplanes. It is unclear when the bags were left on the planes."

It's beginning to sound like some guy concerned about security left them there as a reminder to the feds to get their act together. Sort of like "If I could do it, think of how easy it would be for terrorists to do it." His intentions may be good, but I shudder to think what will happen to him when he's caught.
