No, he's not a weapons expert. Supposedly the reason he was sent is because he knew appropriate people in the administration that would have to be involved in any deals because of his former work there. I do find it interesting that other Americans apparently came to the same conclusion as he did, if reports are to be believed. But I have not heard anything to the contrary. But European intelligence came to different conclusions, the Italian forgery notwithstanding. I would like to know why. It's just one more reason why I think there's more here than we know.
