I honestly think you need an incident down there. Not mayhem that endangers Terri or anyone else, but something that gets media attention.
There are other things, that also hurt no one, but I'm not sure it's legal to say.

What do we do if Jeb does not intervene?Someone who fervently BELIVES that the right thing to do is to get her out of there and that god is behind them, walks in there picks her up and walks out with her. With the glory of god all is possible and frankly there isn't much choice left.
