Each county gets its own ballot because of local races. You really couldn’t just print off 5 million ballots and it be usable.

Modern high speed printing presses are little more than a high quality copier.

If you can make the initial image, then the computer takes care of the rest. A unique ballot image is needed for each precinct - and we face the same issue over here.

No one would order 5 million identical ballots, but any decent print company can take a request like this and manage it. Just costs a little more for the initial setup.

Also - the US Post Office was giving Chinese businesses almost free postage to ship to the US. Trump ended the free practice last year, but the post office still handles several hundred thousand parcels daily from the CCCP.

Or, you just pick a few big Dem cities in swing States like PA, WI, MI, etc. You already have a ballot image from early voting, or many jurisdictions have sample ballots available online for weeks before election day. All they need is 5-6 different ballots for those major cities, and print a million of each. Bam, lots of fraudulent ballots, ready to be snuck into the vote counting center in coolers and suitcases and other boxen. Easy enough to mix them in / swap em for Trump-voting absentees, especially when the Repubs are kicked out of the room and can't observe.

Perfectly reasonable when these little big cities are still counting, while big States like NY and TX and CA with even bigger cities have somehow managed to complete their counts already!
