Yes. Legal Shield only covers some civil cases and no criminal cases. But some people can unfairly spend more for better legal services than others can. That's inherently unfair. There needs to be a uniform level of legal service made available for every citizen, regardless of their station or their location. It would be like insurance for the law - all the law.
Also, government would mandate people to buy it - at an affordable price. Also, people can't be turned away when they need services, even though they hadn't paid into the pool. There can be no unfair treatment for people just because they have a pre-existing legal condition.
