Voter ID laws originate in the states. It is the states' constitutional right to make laws regarding elections. It is spelled out clearly in the constitution. That is why states have different voting times, different voting machines, different laws on how candidates get on the ballot, different recount laws, and on and on and on.
Congress has no say about voter ID laws.
