IIRC, once a Puerto Rican establishes residency in one of the 50 states, they have full voting rights, including general election for POTUS.
They can vote in a Presidential election once they have moved to a state. Is it right? Not in my view it is not, as they have their allegiance to their own island, and not this country. They still speak their language, fly their flag etc.

What's to stop the entire island of PR from emptying out, and forever changing the state of Florida??
