I think from the movie perspective you are correct.
The GOP elites cannot afford to lose their positions and are willing to risk damage to the country that comes with HC.
HC will not ruin the country - but it will probably cause lasting levels of damage.
I am terribly afraid HC will ruin the country. Unlimited illegal immigration and refugees will change the demographics of our country beyond repair. War with Russia will be the final nail in our coffin.
