While Governor, he agreed to let the Democrats write an education bill. The state democrats wrote the most larded up piece of legislature you could imagine, trying to do the poison pill thing and blame the Republicans for failure.
Bush told them he would sign it if it rescind all previous legislature. They figured they had covered all the bases, so agreed. Once it was passed and took effect, the number of home schoolers and private schools went through the roof. A previous bill had put some onerous controls on them and those controls were now gone.
It got so bad teachers were being let off from hundreds of public schools because of the massive numbers of kids which were pulled out. The teachers union never recovered.
