“The right of the people to keep and bear arms” means, I think, that the people have the right to maintain an armed force, an army, on whatever scale. This is in potential opposition to the federal authority, you see. The significance of it has been lost with the complete obliteration of the autonomy of the “states” ... a misnomer now for “provinces”, however proudly we may bear the name. Ironic, isn’t it?
