Americans are split on the issue? All that matters is what God thinks. We better get it right.
Respectfully, I don’t know that the Bible provides guidance on this issue. But as others have said, there are laws against all the inappropriate behaviors that you can imagine already. Flashers and other perverts exist, and are charged and prosecuted under state law, because states have jurisdiction over these matters under their criminal statutes, and the courts have the task of defining the constitutionality of the law.
I just posted information that says that not everyone sees this the same way as you or I probably do. That happens all the time in a free society.
