It seems to be kind of a legal gray-area which means there are some limits, but an equal number of ways to provide “quid pro quo”. For example, a candidate could promise to steer business to a delegate, offer appointments or political favors, etc. I’ve read that pro-Clinton supporters in the 2008 election offered $1 million to get Democrat superdelegates to go her way. Evidently it wasn’t enough ;-)
