Priebus was stumbling unnecessarily over a simple answer, which is that the Convention is the Party assembled, it is the national governing body of the Party, it sets the rules, and it can change the rules if it wants. That's why the delegates matter, in theory, although it has been a long time since it mattered in practice.
The RNC itself, the RNC's rules, and the jobs of Priebus and the other officers were all created by previous National Conventions. Future Conventions can change anything they like. If you are currently mad at the RNC and want to fundamentally change the institution, the Convention is where you have to do it. Most of the howlers, however, don't have anything so fundamental in mind. They just want their own guy in charge.
