The constitution actually does define what a NBC is if you read it carefully. Look at Article II section 1 paragraph 1 closely and you can see it in the words "a natural born citizen OR a citizen at the time of the adoption of the constitution".

When you understand why they inserted those two distinct classes of citizenship, you understand why Ted Cruz is not a NBC regardles of the repealed 1790 NATURALIZATION act.

Cruz will lose this fight.
