No, but you’re certifiably insane if you think that means that they “favor government” any less than a governor does. In many cases, they are more invested in government because the states (on the balance) are a little less ingrained in the permanent political class motif than any federal-level elected officials are.

Personally, I’d rather have a governor who has shown that (s)he can deliver results than a legislator who hasn’t shown any history of governing.
