Your first two sentences (which may actually be predictions) overflow with optimism, and are in direct contrast with the last two, which resemble the spectre of a demolished Outhouse sinking in bubbly quicksand.
I’m not sure why you would read that as optimism. In fact, it was a statement of the sad facts.
