You are right. But I think the point he's trying to make is that he is the leader of the republican party, NOT Cruz.

I guess if he can promise that, the House should send them the same bill in jan that they sent a few weeks ago.

If Meemaw McConnell said this after Ace McCain said essentially the same thing, then maybe he's also trying to make it clear that he is the leader of the Republican Party, not John McCain. There may be no honor among thieves but there sure as hell is a pecking order.
