Actually, the blame for WWII really was the harsh surrender terms imposed on germany after WWI. America was not really in on that, however. So I guess in a way, one could say Hitler was a result of “sanctions”.

I think that is disengenuinely simplistic. I agree the terms were harsh and the war was a war where the victors were no better than the losers (with the exception of the US which had every right to attack Germany for its merchant marine losses). WWII was just as much as a result of the pacifistic stance of the powers around Hitler who stood by and allowed his aggression.
