It was still stopped AFTER the outcry had arisen and the funding for it came up short due to a reaction to that outcry from Congress. Alaska did not return the funds that were allocated, but used them elsewhere. There is no getting around the fact that Sarah was an enthusiastic supporter of the project and only killed it when the funds came up short. To spin this as a heroic act of fiscal prudence is pushing the envelope.
