That would be the best outcome. This changes it from a national issue to a local one. Races for Congress would revolve around whether or not a particular Congresscritter is trying to get the bill out of comittee or not. At the local level, this is an especially toxic issue for the Dems. In the meantime, Bush could make a few happy sounds for the urban soccermoms but about an issue over which he has no direct control. He would appear to be for a ban that he's really keeping bottled up. (Duplicity that Bubba would have been proud to call his own!)
