I was thinking they should pay for the damage. Hit 'em in their wallet, that would definitely put a damper on their destruction.

Also, have high bails set and arrest more of them. The police here feel that their hands are tied as the DA here is a commie.

Well we can't really make them pay in the practical sense unless they're each arrested, charged, and convicted, and as you said we don't have enough cop manpower to arrest every punk in these instances. They know this and they think they're being clever and subverting the system. Sounds like a certain 'anarchist' with the initials O.B.L. They aspire to be like Al Qaeda. They're sick.
