Legal cigarette sales in New York appear to have slowed significantly since the state and city boosted taxes on tobacco, a report yesterday showed.

At least they got the wording halfway correct.
Is it ILLEGAL to buy cigarettes from the reservations and not declare taxes. I think you're SUPPOSED to declare from sales over the internet but who's really going to?
