A law enacted in January limited to 10 the number of packs that could be bought outside the state. Under the old law, smokers were allowed to possess up to 100 packs, or 10 cartons, lacking Illinois excise tax stamps

Someone needs to challenge this law, pronto. It is clearly a restriction on interstate commerce, which is a federal matter.
