Organized crime is going to ply some sort of trade, whether it be securing "influence" in governement and contracts, prostitutes, murders, illicit merchandise, gambling, etc. If a market exists, they'll meet it for a price.

Here in Houston, the jail has a no smoking policy among the prisoners. Guards still sell inmates tobacco cigarettes but jail officials think that the smoking policy should remain. The justification is that they know guards are going to provide contraband. If tobacco is illegal, the guards face simple punishments. If tobacco is legal, some guards will be providing other drugs and face jailtime themselves if they are caught.

I've stated that the crowd that says "legalize drugs and then tax the hell out of them" will just be shifting drug control from the DEA to the FDA and ATF regulatory agencies. Meanwhile, organized crime will still have many avenues for procuring dollars.

The 55 mph speed limit turned virtually all driving americans into speeders - lawbreakers. Once you see yourself as a lawbreaker, and justify it, what other laws do you think are unjust and therefor permissible to break.

And if you are a wanton lawbreaker, what are your feelings about the police?

No wonder the general population is a little less civil than it used to be.
