Homosexual conduct should not be tolerated. The conduct should be made criminal again. Make the necessary adjustments through penalty clauses. Per Os or Per anum with a minor should be death; with a consenting adult a misdemeanor for a first offense, felony for a second conviction and castration for the third conviction. There is enough empirical evidence of social harm by those engaging in sodomy to justify the imposition of criminal sanctions. Additionally, enough assaults on youth has been demonstrated by homosexual priests, "youth counselors" and others attracted to the young so as to act as a second independent ground warranting criminal sanctions.

Things like what you suggest won't happen until it's made clear that a country is a culture, not a piece of dirt where people do business (as the libertarians believe), or a playground for elitist social engineers to try out their latest hair-brained scheme.
Once that's understood, then taking actions such as you describe will be seen as necessary to preserve the social order, and thus liberty.
Liberty is only purchased with order. Homosexual debauchery was, is, and always will be corrosive to the social order.

I think a better idea is for government to get out of health care altogether (except for mental institutions). That way, the people engaged in this behavior would be more likely to wind up paying through the nose for it.

While I disagree with your punishments (I can't see castration under any circumstances except by express consent of the prisoner as part of a therapeutical effort at reformation), I think that you are correct that the evidence would support proscription, the People agreeing.
Crimes with a minor are, as you suggest, much more pernicious; gays often brag among themselves that "skinning" a young heterosexual male habitutates him to homosexuality -- thus confuting the essentialist propaganda. Therefore the punishment should indeed be more severe, and similar to the punishments meted out for statutory rape of underaged girls, with appropriate differences in the terms of incarceration according to the severity of the offense and the sexual orientation and predilections of the offender. Male offenders should not be confined with other males, if the crime was rape by force and the offender a powerfully-built, sadistic male, e.g. -- such a person should receive a completely different confinement from "general population".
