Differences between the current budget fight and that of 1992 include:
* Recent redistricting has left most legislators in safe seats, facing little opposition, so Republicans are unlikely to confront a backlash in November regardless of how long they hold out.
* Then-Gov. Pete Wilson was not facing re-election, so the election-related game-playing that Republicans are being accused of now -- and adamantly deny -- was not such a major factor.
* California was fighting a recession and had undergone major budget cuts the previous year. By contrast, state spending has increased more than 30 percent over the past four years, adding fuel to Republicans' demands for more cuts and no new tax increases.
