From the beginning, Democrats said that this year's state budget would have to rely on borrowing and other quick fixes to avoid a huge blow to state operations.
But the $99 billion budget that is now before the Assembly relies more on what some call "smoke and mirrors" than the version Gov. Gray Davis proposed in May.

They'll steal money if they have to in order to create the impression no one will be inconvenienced. People have a low opinion of the State Legislature.

But she doesn't mention taxes as the solution. Instead, she says the state will have to ask hard questions about whether it can continue some statutory duties. It will have to revisit the division of responsibilities between levels of government. Here it comes , the state is going to suspend payment to many local government units.
Wilson did this in the early 90's.

Yep, good ol' Kalifornia.
My family moved there in the 1880s & I left in the 1990s.
Currently I live in NYC, which is better and worse in its own ways, but I'm planning to leave for Arizona or New Mexico in the near future.
It's really sad what has happened to Kalifornia, once know as the "Golden State", now known as the "Third World State".
Goodbye Kalifornia and good riddance.

More landgrabs?That's the way it works in North Carolina. Last year the state spent millions buying up a bunch of private property for parks. This year they raised taxes on the poor (sales tax) because they ran out of money.

That's too open-ended a question for this forum, because what I propose is on over a half dozen fronts, all of which have short and long-term implications. You can find out how I would privatize environmental management and other regulatory functions
here. Otherwise, some other time.
