Bush can't hurt the CDC. Under Clinton it became a gutted and ineffective ( proof:1) four-corners hantavirus, they could not field a single effective person and the army stepped in 2) the anthrax thing where I screamed at my TV screen every time they came on spouting ignorant nonsense) gathering place for highly paid , untrained affirmative action stooges. Any change , after Clinton's gutting it, would be a vast improvement.

Bush has compromised on issue after issue. He's been as liberal as Clinton was or Gore would have been. But, the Bushies just keep drinking the Kool-Aid and think conservatives are winning.
Between this guy and Scott Evertz, who believes in clean needles, condoms and gay marriage to solve AIDS, there really is no difference in the Bush Administration than there was in the Joycelyn Elder's era.
