Reforms are proposed for purchases of high-tech systems, but one key critic says they fall short.

Gov. Gray Davis, in the wake of the Oracle Corp. software scandal, issued an executive order Wednesday intended as a first step toward reforming the state's handling of high-tech contracts.

"DOIT was a toothless, meaningless agency," Florez said. "Unless you have it in the inner circle of the Governor's Office and the Cabinet, nothing you do is going to make a difference. You've got to have that central accountability."

Kelso said he's not sold on the Cabinet-level idea because the large state policy question of whether to embrace information technology was made about six years ago. Now it's up to individual agencies -- with some additional oversight -- to do it efficiently and ethically, he said.
