(which is very likely since a lot of dems are going to term limit out very soon),I understand that politicians have found a way around this, namely by swapping offices. Term limits mean you have to leave your own job but you can be elected to someone elses. End result is that they're still there.

You must be joking, because that is not what term limits say. Once you have served in the statehouse as a senator or assemblyman, you cannot take the same position again. You can however, run for senator if you were an assemlyman - is that what you're talking about??
If so, you are correct. The deal is this - if you were an assemblyman and are now a senator - when your term is up as senator - you are out of office! Period!
