Republican objections to tax hikes derail the spending plan by five votes.

SACRAMENTO -- California will begin a new fiscal year today without a state budget, the 14th time that has happened in the past 25 years.

A new spending plan fell five votes short Sunday night in the Assembly as Republicans warned about a looming "fiscal train wreck" and Democrats accused the GOP of holding up the budget to try to defeat Democratic Gov. Gray Davis in November.

Like I said the budget passed by the State Senate was DOA in the Assembly. Now the Rats have to decide whether they want a responsible state budget or make life harder for already hard pressed voters. Its their choice.

"That's what all this has been about: embarrassing the governor," said Assemblywoman Jackie Goldberg, D-Los Angeles.

The governor is quite capable of embarrassing himself. The Pubbies don't need to do anything in order to accomplish that.

"Republicans, suggest additional cuts," said Assemblyman Darrell Steinberg, D-Sacramento. "Where are you going to cut? Education?..."

Education. Big time.

Holding out for spending cuts may show good principles, but it might also be bad politics. It might be better to give the Slave Party what it wants and hang them with it.

Insist that the Rats put the mix of budget cuts and tax increases into effect before the election. If Republicans could get them to do it they would all be hanging by November.

Funny how that works. Something to do with familiarity and contempt... :-)

So, how would YOU privatize all those agencies?
I have a way to do it, if you are interested.

Well with the recent district realignment they are likely still safe in their districts!

Privatize the budget by taking the operations from the agencies in the courts. The RATS have been doing that for years, why can't we?

There is no easy answer to this problem. If Republicans give the Democrats the four votes they need to pass this very bad, unbalanced, cloak & daggers budget, then the Democrats will say that we are equally responsible, and you know what ... most people, especially here on FR, will say "See, Republicans are no better than Democrats"

Republicans are damned if they do and damned if they don't. Whatever happens, we need to realize that it was the liberal Democrats with Gray Davis at the helm that sunk our great state into fiscal ruin. Yes, some Republicans have voted for bad budgets, but I think it's interesting that the four Republicans who voted for the bad budget last year, NONE are running for re-election (two were defeated in the primary for a higher office, and two are choosing not to run for re-election even though they are not termed out).

I don't have any answers, but I do know that Republicans little control. The Democrats aren't going to give us one thing that we ask for, and with the Senate adjourned we can't even amend the budget because they won't be around to concur in the amendments!

This is the budget, up or down, otherwise there will be no budget until August. The Democrats will blame the Republicans and win the battle because the media is on their side.

We need to realize that we are not in power and are simply the party of opposition. I don't know if we'll cave, but I hope everyone understands that the culpability is GRAY DAVIS.

Dump DAVIS!

There is an easy answer: Don't cave in like last year!

With Gerrymandered safe districts for virtually all Republicans and Democrats, no legislators risk losing their re-elections by hanging firm. The only risk for Republicans is that Davis and the media will successfully blame them for failing to pass a budget and somehow exploit that to defeat Simon. But it's at least as likely that Republicans can use the budget impasse to highlight Davis' policy screw-ups which created the fiasco in the first place.

There have never been better political circumstances for Republicans to insist on spending cuts and no tax increases here in California. Republicans have the intellectual leadership (State Senator Tom McClintock in particular) to forcefully and eloquently make their case. And Republicans have enormous leverage to pressure Dems into backing down, given the recent court decision that state workers can at most be paid minimum wages in the absence of an approved budget.

If Republicans can't make at stand under these unusually favorable conditions, then they are truly worthless.
