20 billion here, 15 billion there. Where are we supposed to get the money? Congressional retirement funds?Iagree with the concept, but do we pay Russia in the future for not producing nucleur weapons?

The choice is pay for disposal or pay for the aftermath. It is a form of extortion, but the consequences of letting nuclear weapons fall into the hands of terrorist is a very real threat.
