How would this do any good? Teenagers usually get cigarettes (and alcohol) by giving a local bum $20 to buy it for them and letting him keep the change. Since in California bums have achieved Accredited Victim Status, this would seem to be a case of one liberal special interest group (bums) acting against the best interests of another (whiny teenaged future Democrats).
