It's another to speculate wildly on some plot to overthrow the US government and stick Clinton in it as a willing participant because he happened to be president during some unfortunate tragedies.

I'm not saying that I think that Clinton couldn't have prevented any of the tragedies...I would just attribute his inaction on incompetence or dismissal of the real threat rather than accusing him of being a deliberate co-conspirator.
