It would be ok for an establishment to be part smoking and part non-smoking as long as the smoke did not stray from its intended area. What about another establishment that permitted smoking anywhere? For instance, what if there were three bars right next to each other: one non-smoking, one "mixed", the other all-smoking. Is that okay?

If you can talk someone into building three bars for that express purpose, you go right ahead. I don't go to bars anyway.
