From the beginning, Davis never should have been elected. We have not have great governors. I read about Pat Brown Sr. The Jr. seems quite lame.

It is beyond amazing. I am reminded of one power plant developer who has a power sales contract with DWP and DWP is going to use the fact that the state has slowed down the licensing process to get out of the power contract and NOW THE LEGISLATURE IS GOING TO ALL THE STATE POWER AUTHORITY TO TAKE THE PERMIT! All I can say are there are going to be some really big lawsuits if this passes and I hope I get hired as an expert witness. I also feel that California is going to turn off most power plant developers if they are not careful.
I was at a RTO-West workshop a while back and stated to the group that I found it curious that the RTO-West boundary was drawn in such a way that the RTO would be a major exporter of power to California. I asked how export power not for native load would be treated by congestion pricing of transmission. I got some strange looks and was told that exports would be heavily charged by the RTO. I don't think California has anymore friends on the West Coast in the power business.
