Actually, I'm not opposed to any tax breaks. What's the problem, however, is that Davis himself WAS opposed to the tax breaks until the insurance company in question retained his fundraiser, Darius Anderson, to lobby for them, and then his administration started pressuring the FTB to change the regulation to allow the tax break.
