I would NEVER say gubment workers in CA are top notch....CPS is notorious for boondoggles...look at the stories across the nation, where parents were given custody of kids, only to kill or abuse them afterwards...one of the gravest tragedies, women go into prison addicted to drugs...kids are put in foster care...women come out of prison "clean and sober" and 6 months later, have live in pimps, needles hanging out of their arms and babies abused or worse....that, kim, is my opinon of the CPS system....
