Constitutional Tax Amendment:
(1) ban all taxes other than a national sales tax on all goods
(2) the national tax shall be 10 percent
(3) there shall be no exemptions or exceptions to the tax

A government with an unlimited budget has an unlimited ability and tendency to spend. A government with restrictions will be more likely to spend wisely the money we give to it.
