Is that really true or an urban legend that Perata has a CCW?

if it is, he needs to be called on it as a hypocrite of the highest degree.

I believe it to be true, but can't prove it. I have asked one of the NRA member council leaders in Alameda county (where perata is from) about it today, and that is the information he gave me. He also said that he allowed the permit to lapse for a while, but has renewed it. Where he came by it, I don't know. Perata is a good friend of the sheriff. Almost nobody else in the county has a CCW.
