Here in Washington, the STATE, NOT running a nearly red light sometimes would be an extreme hazard - because of the wet roadways causing you to slide sideways if you stamped on your brakes suddenly. I've many times run a close light just because I knew it was safer. (Western Washington anyway where RAIN, RAIN, RAIN continues to fall.)

If you can't stop for a red light in the rain you are driving to fast. Slow down. The speed limit is a suggestion for the maximum safe speed given excellent condtions. As conditions deteriorate you should slow down. It rains a lot in Oregon too, and everybody drives real slow. No problem stopping for reds. Try it!
