if there is such a rule and he did that, why wasn't there an investigation by the House ethics committee?

Who controls committee investigations? answer the Reps.

The Reps didn't want to kill their chances in 2000.

It was bad enough that the Reps felt they had to bar Lazio from making a speech at the Rep Convention, which probably cost Bush 2,000,000 votes and 4 seats in the Senate.

The ethics committee has to take up any charges made by anyone. After the Dems didn't recapture the House in the 96 election, the Democrats immediately charged Gingrich with 84 ethics violations virtually all of which were total BS, which the committee then was obliged to take up. The committee disposed of all but one, which was failing to disclose some information on a form, and fined him $300,000.

It's possible the Dems don't take up any ethics charges against Dems when they control the House of course.
