And don't they have to go through Congress to see to it we pay taxes on a worldwide basis? Maybe he is going to let them know this is a dumb idea. You still seem to think anyone in DC gives the slightest damn about the Constitution. Bush could have let them know it was a dumb idea in a letter or with an envoy. His personal presence legitimizes the whole thing and he knows it.
