I heard a congressman stand on the floor of the house before the vote and say this gives blanket protection to terrorist sleeper agents in the USofA.

Congressmen lie.

Unless the "terrorist sleeper" has family in the United States, he can't get a card. NONE of the 19 Saudis had family in the United States.

So, I guess the congressman is wrong.
