However, federal investigators in New York have opened an investigation into whether any of the 177 last-minute pardons were offered in exchange for contributions.

Why don't they save time and investigate whether any pardons weren't offered in exchange for contributions? Clinton kept saying the pardons were based upon the merits of the individual case. Let's hear some of the merits of the Rich case, for example. Clinton granting a pardon that would not benefit him personally would be like a thousand dollar hooker giving it up for free because she likes me.
