That is a good guess since it appeared in the LA Times. However, I am not so sure that geography has much to with it. For example, Ron Brownstain of the LA Times has DNC connections around the country and routinely publishes proganda from DC and even acted like an agent for Algore.
My guess is that this is a person who was privy to the report and has connections to Mr. Arkin, the originator of the article for the LA Times and most likely has an anti-nuke history, if not anti-intelligence, anti-defense, and anti-American.
Sounds like it'd be a member of the Intelligence committee.
Assuming a California leaker, the possibilities would be:
House
Gary Condit (D)
Jerry Lewis (R)
Nancy Pelosi (D)(House whip)
Senate
Diane Feinstein (D)
If it's a leak, it'd be intended to be a means to give traction to the Democrats. That removes Condit and Lewis, leaving Feinstein and Pelosi.
Personally, I'm guessing Feinstein, as this has a Daschle-like smell to it.
My first thought was Henry Waxman.
