The author totally ignores Bismark's social security plan implemented in Germany in the 1800's. The payoff age was set at 65 (now upped to 66 and 67 for the younger) because the average lifespan was 50. People weren't supposed to live long enough to receive payments. Of course, better health and medical care thwarted that part of the plan.
