Any time leaders talk about reviving the Great anything, I get nervous.
What else is Bush going to give away?
The USG has all but cancelled our 1A rights with CFR, along with a decade and a half of politically correct fascism. The 2A is all but history, with the BATF and FBI harrassing, arresting, murdering, maiming, and barbequeing everyone who dares raise a voice in protest to the New SS. The WoD and the PATRIOT Act have done away with the fourth, fifth, sixth, and tenth amnedments. Our country is attacked by a faceless menace, we are threatened with very real anihilation from WMD's on all sides; and what does the government tell us to do, "Keep shopping! We wouldn't want our stock portfolio's to drop, know would we." Russia, China, and North Korea are testing new ICBM's and other delivery systems every day.... and we "might" get around to a ABM system around 2006....
Our own leaders are selling us out, and most of us are still chearing for the bastards....

Our risk of all out nuclear war with Russia is very slight today. Our economic ties are growing daily. Russians are allowed to freely travel here and see the truth of America.
China on the other hand is a different story. At this time it is not a significant nuclear threat. In time it may well be. We have plenty of time to adjust our nuclear strategy based on their actions as time goes on. As Russia becomes closer to America it will further pressure China. In time I wouldn't at all be surprise if Russia has more of their weapons aimed at China than any other country.
The signs are there if you know what you are looking at. I study history and military philosophy as a matter of personal interest; the parallels between today and 1941 are frightening. Read Sung T'Su's "The Art of War", find out how you really beat your enemy, and it isn't technology, friend.
I cannot change your mind about the future, if you think all is well, then go back to sleep. Maybe, just maybe, you might want to consider possibilities other than a bright sunny future...the answers are there if you want to see them.
As far as technology goes in warfare, it certainly has been a huge factor throughout most of history... If one is willing to use it...
If by pressing is to denote an obvious threat, then yes they are not. They are not the sappers in the wire, they are the supply, spec ops, and mortar crews if you will. fallowing the fall of the Soviet Union, one aspect I found most troubling (although this realization took several years) was the obvious lack of the predicted WHOLESALE desertion of Russian special forces. At an estimated Cold War strength of 30,000, the Spetsnaz would have made itself a rather nasty headache in the 90's; mercenaries of that training level, without Mother Russia to (sometimes) pay them, would have been a nightmare to contend with.

Not only being willing, but skillfully and in sufficient quantity to properly do the job. But without the will to do so, yes you are correct, useless.
