If it isn't true, it should be. The threat of massive retaliation in response to a nuclear attack on the United States kept the peace for over 50 years. It will help even now. My quibble: where is Pakistan? Of all the countries mentioned, bar Russia and China, it is the only one acknowledged to have nuclear weapons.

It just said countries 'top' on the list. That's not all of the list, of course. (Pakistan and India are probably on there somewhere just in case.) What people never mention is that you have contingency plans for all kinds of attacks, from just about anyone and anywhere. If you didn't have plans there wouldn't be too much time to churn some out if we suddenly needed to do so.

Attack China? You must be kidding. China Mart,Target and numerous other flowers of American business acumen would be out of business. Not to mention certain political figures with ties to the Chinese gravy train.

Since it had to have been known that this would leak, you have to assume it was intended as message. Methinks Libya and Syria just got sent a major message.
BTW: For all you freepers who missed it, the big news out of Pakistan recently was the huge intelligence leak they had in their nuclear weapons program. One of the nations mentioned as probably getting all of Pakistan's nuclear bomb making info was Libya. Libya is one of the countries listed as trying to obtain nuclear materials. And last I heard, Khadafy was still the same madman he was when RR trimmed his wings back.
